Opportunity Information: Apply for USDA NRCS WI ACEP 17 01
This opportunity is a discretionary USDA Natural Resources Conservation Service (NRCS) cooperative agreement for partners who can help carry out wetland restoration and long-term vegetative management work in Wisconsin under the Agricultural Conservation Easement Program - Wetland Reserve Easements (ACEP-WRE). The basic aim is to improve and protect wetland habitat by helping implement NRCS-developed restoration plans, including both hydrologic restoration (water-related work) and vegetative restoration (planting, managing, and maintaining appropriate vegetation). The awardee is essentially expected to provide specialized, on-the-ground implementation capacity so projects can be completed efficiently and to NRCS standards, producing measurable environmental and habitat benefits.
The scope of work is broad and can include any portion of the activities needed to restore, enhance, or manage wetlands. That can mean securing required permits, implementing site management actions, performing construction activities, planting vegetation, and carrying out maintenance work after installation. All work must follow NRCS construction plans and comply with NRCS technical policies and criteria, including the NRCS Field Office Technical Guide (FOTG) and NRCS engineering references (such as Title 210 Engineering handbooks and manuals). In practice, this means the awardee is not designing the project from scratch; instead, they are implementing projects built around NRCS specifications and ensuring the installation meets NRCS practice standards.
Coordination with NRCS staff is a central requirement. Awardees are expected to work closely with local NRCS personnel such as the Soil Conservation Technician, Civil Engineering Technician, Farm Bill Biologist, District Conservationist, and/or Area Engineer. NRCS retains responsibility for core engineering and design deliverables, including surveying, design, drawings, specifications, quality assurance plans, and seeding plans. NRCS then provides the conservation plan, schedule, and design specifications to the awardee and requests a detailed cost proposal and cost breakdown. Project costs are reviewed against a government estimate, and NRCS may negotiate if proposed costs are not considered fair and reasonable. Funding is intended to be determined on a site-by-site basis, meaning actual project funding levels can vary depending on the individual restoration site and its needs.
The work may involve implementing a range of established NRCS Conservation Practice Standards commonly used on ACEP-WRE wetland projects. Examples listed in the notice include, but are not limited to, Critical Area Planting (342), Dike (356), Fence (382), Structure for Water Control (587), Subsurface Drainage (606), Underground Outlet (620), Wetland Wildlife Management (644), Wetland Restoration (657), Wetland Enhancement (658), Brush Management (314), Herbaceous Weed Control (315), Conservation Cover (327), Prescribed Burning (338), Firebreaks (394), Tree and Shrub Site Preparation (490), Tree/Shrub Establishment (612), Upland Wildlife Habitat Management (645), Early Successional Habitat Development and Management (647), and Forest Stand Improvement (666). The awardee must meet the requirements of whichever standards apply to a given site, using the NRCS electronic FOTG as the definitive technical reference.
In addition to field implementation, the awardee is expected to provide key project management and documentation functions that help NRCS verify results. This includes inspection and quality control during construction or installation, as-built documentation showing what was actually installed on the ground, and ongoing collaboration with NRCS as needed during planning refinements and installation steps. The selected partner must also have the expertise to provide technical assistance related to wetland restoration planning and management, not just construction labor. Reporting is required at least monthly, with status updates on work in progress and any additional documentation required by NRCS standards and specifications.
