The Quality Improvement Center on Workforce Analytics (QIC) is a Children s Bureau initiative within the U.S. Department of Health and Human Services (Administration for Children and Families, ACYF/CB) focused on addressing the child welfare workforce crisis through stronger, more consistent use of workforce data. The opportunity recognizes that staffing challenges directly affect agency performance as well as outcomes for children and families, so the central goal is to help child welfare systems make better workforce decisions by developing, standardizing, and applying workforce analytics. In practical terms, the QIC is expected to help agencies understand what drives recruitment, turnover, performance, and worker well being, and then use that evidence to design and test strategies that improve retention and strengthen the workforce from frontline roles through senior leadership.
A major emphasis of the project is building the field s capacity for evidence based or evidence informed workforce decision making. That includes identifying what data agencies already collect, improving data quality and reporting structures, and defining a set of core workforce metrics that can be used across jurisdictions. Those metrics are intended to support several workforce priorities at once: improving recruitment pipelines, promoting worker well being and satisfaction, strengthening performance supports, and encouraging innovation in how agencies structure and support their staff. The QIC is also expected to contribute to broader research and learning about what workforce strategies actually work in child welfare, such as better employee selection approaches, new recruitment pathways that expand candidate pools beyond traditional sources, and organizational strategies that help staff manage workload and deliver services effectively.
The cooperative agreement is designed to be hands on and partnership driven. The QIC will work directly with selected states, tribes, and or territories that want to develop or strengthen workforce analytics and use them to respond to staffing shortages and turnover. Using a data driven and systematic approach, the center will help participating jurisdictions assess workforce needs, develop strategic plans, and implement supports that align with the full continuum of child welfare work, from prevention through permanency.
